CPF at commit 1ad0874fffc377118a086aca54e561638fe66364 and tree cc4c508c7e9bf6378dd28a04c678684b918d3e70 is the sole governance source.

Open UGC Docs does not create upgrade authority, voting rules, release policy, compatibility guarantees, or operational service levels. The accepted OGAL source controls the instructions and accounts it defines. Product repositories control their own behavior when separately accepted.

OGAL event coverage is incomplete; do not infer that all governance, authority, or administrative actions are emitted or fully auditable through OGAL events.

Applications retain policy sovereignty. Documentation cannot convert application policy into protocol behavior.
